Abstract

Human capital development concept becomes the foundation of wellbeing achievement and the prosperity of human capital can be seen from the aspect of knowledge, worship, physical, spiritual and moral values. However, concept that cores the model of human capital development in Unisel are still unable to be presented clearly. This is due to the non-existing documents or main references that became the base of the said model. Despite that, external references were used as a model in executing the management of staffs’ human capital development model in Unisel and they are not Islamic compliance. Therefore, this article is written for the purpose of discussing the Islamic concept that became the foundation of human capital development. This writing also elaborated on the suitability of this model towards the staff by analyzing western and Islamic scholars ‘opinion on the management of human capital development. Findings show that the objective of human capital development proposed by western scholars are in line with syarak and there are also opportunity to propose and then, execute the Islamic model of staff human capital development management in Unisel. This study is significant because it contributes towards the idea of constructing a framework on the Islamic model of staffs’ human capital development management that obeys the vision and mission of Unisel to anyone concerned.
