Human Capital Development and Loan Repayment: A Conceptual Framework for Sustainable Higher Education

In today’s competitive job market, obtaining a higher education degree has become a critical requirement for employability. However, many graduates continue to face financial difficulties in repaying their educational loans, largely due to the increasing cost of tuition and other associated expenses. This study examines the role of human resource development (HRD) in enhancing awareness regarding the value of higher education and the significance of loan repayment obligations. By integrating the Cost-Sharing Approach and Human Capital Development perspectives, the study positions its discourse within the Malaysian context, with a particular focus on the National Higher Education Fund Corporation (PTPTN). This localized emphasis provides valuable insights for policymakers seeking to address challenges in education financing and to strengthen sustainable loan repayment practices.
